N4 Solutions, LLC, is a Small Business Administration (SBA) certified 8(a) and Small Disadvantaged Business (SDB) providing services to the Federal government and commercial organizations. We are also a Maryland Department of Transportation (MDOT) certified Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and Small Business Enterprise (SBE).

The company, founded through a merger with LeQuang & Associates, LLC, brings the collective intellectual knowledge, expertise, and experience of our associates to assist our customers to evaluate, collaborate, innovate, and create business, technology, and scientific solutions that achieve missions and organizational goals and objectives. Ms. Ambardekar is a principal/co-founder of Woman-Owned Small Business (WOSB) Dash Group, Inc (DGI). Prior to DGI, Ms. Ambardekar spent 36 years serving in progressive growth and leadership positions.

Frank LeQuang

As the President and CEO of N4 Solutions, Mr. Frank LeQuang oversees the company’s business strategy and direction. Mr. LeQuang brings more than 30 years of experience in corporate development and operations to both the public and private sectors. He gained his experience from serving in leadership and operational roles with a variety of organizations, including start-ups, 8(a) companies, mid-sized firms, and Fortune 100 companies.

Mr. LeQuang has consistently demonstrated a history of accomplishments driving company growth; forming organizational teams that deliver on the promise of excellence for customers while fostering career and professional growth for employees; and increasing shareholder value. Mr. LeQuang holds a degree in Management of Information Systems from Towson State University.

David Kalen

David Kalen, with an impressive 36 years of experience in Federal government contracting, stands as a distinguished figure in the realm of business development, capture management, and strategic planning. His career is marked by a successful track record of securing contracts with key agencies such as NASA, NOAA, DOT, and DoD, showcasing his ability to navigate the complexities of both large and small business environments. As the Vice P resident of Corporate Development at N4 Solutions, LLC, Mr. Kalen plays a pivotal role in steering the company towards growth, spearheading strategic planning efforts, forging industry partnerships, and leading business development initiatives.

Before his current role, Mr. Kalen’s consulting expertise was honed at leading defense and technology firms, including SAIC, Vencore, Inc., CACI, Northrop Grumman, and ENSCO, where he contributed to significant projects and initiatives. His educational foundation is as robust as his professional journey, holding a Bachelor of Science degree in Electrical Engineering from the University of Maryland. David Kalen’s extensive experience and strategic approach to business development have been instrumental in N4 Solutions’ continued success and expansion in the competitive landscape of Federal government contracting.

Crystal Perry

Crystal Perry is a distinguished Director of HR at N4 Solutions, boasting over 17 years of comprehensive experience in human resources. Her expertise spans talent acquisition, retention, employee engagement, and promoting workplace diversity. Mrs. Perry holds a BA in Fashion Merchandising from Marymount University, a unique background that has contributed to her innovative approach to HR management and her ability to drive company success through people–focused strategies.

A results–oriented leader, Mrs. Perry’s dynamic and charismatic personality has been instrumental in her success across various HR roles. Before joining N4 Solutions, she made significant contributions as the HR & Recruiting Manager at Core One Solutions, LLC, and as the Senior HR Recruiting Manager at a.i. solutions. In these positions, Mrs. Perry demonstrated her exceptional ability to develop and implement HR strategies that align with organizational goals, enhance employee satisfaction, and cultivate a diverse and inclusive workplace culture. Her leadership at N4 Solutions continues to be pivotal in fostering an environment where talent thrives and the company’s values are lived out through its people.

Todd Angioli

Todd Angioli, hailing from Cherry Bekaert, serves as the CFO for N4 Solutions, offering over 20 years of strategic finance and operations expertise in the government contracting sector. His expertise is characterized by a comprehensive understanding of corporate finance and operations, including accounting, pricing, contracts, and program management. This extensive knowledge base empowers Todd to offer in valuable insights to his clients, aiding them in enhancing their cost competitiveness and boosting revenue generation at both programmatic and corporate levels.

Mr. Angioli’s approach to finance and business operations management is rooted in industry – leading expertise and compliance best practices, ensuring his clients are well – positioned for successful growth. His professional journey has seen him work with an array of government clients and agencies, alongside a diverse mix of both large and small prime contractors, showcasing his versatility and adaptability in various business environments.

Heather Teat

Heather Teat is a dedicated and skilled accounting professional who began her career at JBS & Company, LLC in December 2015 as a staff accountant. Over the years, she has ascended to a senior staff position, taking on the role of “in-charge” for numerous audit and review engagements within the firm. Ms.Teat’s tenure at JBS & Company has allowed her to cultivate a deep understanding of the specialized accounting needs of non-profit organizations, government contractors, and mortgage lenders.

In her capacity, Ms. Teats leads the firm’s “outsourced controllership” services, showcasing her ability to manage complex financial operations and provide strategic financial guidance to a diverse clientele. Her academic background includes a Bachelor of Science in Accounting, with a minor in Business from the University of Maryland, University College (UMUC), which she completed in Spring 2017 and she also received her Masters from UMUC in Fall of 2021.

Jessica Birnberg is a dynamic and innovative marketing professional with a Bachelor of Arts in Public Relations and Strategic Communications from American University. With a career spanning various industries, Ms. Birnberg has demonstrated exceptional skills in project management, strategic marketing, event planning, and corporate communications.
Currently, as the Marketing and Outreach Lead N4 Solutions, LLC, Ms. Birnberg excels in overseeing significant website redesigns, launching innovative marketing campaigns, and orchestrating major corporate events. Her strategic approach to marketing and communications has significantly raised brand awareness and engagement for both N4 Solutions and its clients.

Contracts Administrator

Nelson LeQuang

Nelson LeQuang is a contracts professional with experience providing contracts and subcontracts administration. His work involves activities such as drafting, reviewing, and executing various agreements. These documents include non – disclosure, teaming, and contract and subcontract agreements. He also works closely with program/project staff to help oversee contract, subcontract, and task order expenditures. Additionally, he has operational experience providing Independent Verification and Validation (IV&V) support to the U.S. Securities and Exchange Commission (SEC). LeQuang holds a Bachelor of Arts in Business Administration from the University of Lynchburg.

Ms. Shubhangi Ambardekar

Ms. Shubhangi Ambardekar: Ms. Ambardekar is a principal/co-founder of Woman-Owned Small Business (WOSB) Dash Group, Inc (DGI). Prior to DGI, Ms. Ambardekar spent 36 years serving in progressive growth and leadership positions with Honeywell Aerospace and predecessor companies (AlliedSignal and Bendix Field Engineering Corporation). During her 36 years of experience in senior management positions, Ms. Ambardekar cultivated strong relationships with the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC), NASA Headquarters, and the industry leaders. Ms. Ambardekar’s aerospace customer experience also includes the other NASA Centers, the National Oceanic and Atmosphere Administration (NOAA), the U.S. Geological Survey (USGS), U.S. Air Force, U.S. Navy, and other Department of Defense (DoD) customers.

Mr. Broadwater has over 40 years of government and private-industry experience in support of civil space and U.S. national security organizations. Prior to his retirement, Mr. Broadwater served as a General Manager and Vice President of the Space Group at Vencore, Inc., in which he oversaw programs for NASA, the U.S. Air Force, and the Intelligence Community. Before joining Vencore, Mr. Broadwater was the General Manager of the Aerospace Operations and Systems Business Unit at QinetiQ North America. Mr. Broadwater also held executive leadership positions with Science Application International Corporation (SAIC) and International Business Machines (IBM). Prior to starting his career in the private sector, Mr. Broadwater spent 25 years supporting the Intelligence Community as a Senior Central Intelligence Agency (CIA) Officer assigned to the National Reconnaissance Office.

Mr. Terence Raley

Mr. Raley is the Senior Vice President of Contracts and Procurement for AECOM’s $1B federal business. In this role, Terry leads the Contracts, Procurement and Pricing Departments and is responsible general management and performance of these organizations. Previously, he led the Contracts and Procurement Departments for AECOM Management Services Group, a $4B federal business that was sold in January 2020 (now called Amentum). Prior to AECOM, Terry held numerous leadership positions responsible for contracts, procurement, pricing, and operations for various government contractors spanning over 35 years. His prior positions included Vice President of Contracts at DynCorp Systems & Solutions, a $1B IT company; Vice President of Contracts at Computer Sciences Corporation (CSC) Federal Sector, a $6B IT company; and Director of Operations for numerous IT, State & Local Business and Healthcare Divisions within CSC.

Mr. Gilberto Del Valle

Mr. Del Valle recently retired from the NASA GSFC after a 34-year career with the Agency. Prior to his departure from GSFC, Mr. Del Valle served in the capacity of Senior Procurement Analyst/Small Business Specialist. In this capacity, Mr. Del Valle participated in several procurements as a member of Source Selection Boards, and helped promote small business participation in GSFC’s acquisition activities. Additionally, during his tenure at GSFC, Mr. Del Valle supported some of NASA’s largest programs, including the Hubble Space Telescope and the International Space Station.

Mr. Alan Mongomery

Mr. Montgomery has over 45 years of progressive federal services contract-related experience including spacecraft command and control, en route and oceanic air traffic control systems, large scale realtime software systems design and development, and support services task and contract management. His technical and program management experience is based on his experience as a Data Analyst responsible for NASA/GSFC spacecraft attitude determination and control; a software Manager for FAA’s Traffic Management System, FAA’s Flight Services Automation System and FAA’s Oceanic Air Traffic Control System; and a Director for technical assistance contracts for FAA’s radar, weather, and R&D organizations.
